    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Reporting to the Manager, Agricultural Services, the Landcare Coordinator will be responsible for providing resources, expertise, and community outreach for Greenview, inclusive of all stakeholders. The coordinator will work closely with government agencies, intermunicipal partners, non-profits, and individual citizens in the community. The coordinator will organize and facilitate public meetings, coordinate volunteers, and administer the GRASS program.

    MAJOR

    • Assist Greenview producers with the development or updating of Environmental Farm Plans and grant application up to and including project implementation and inspection.
    • Lead, manage, plan, and conduct extension and outreach events in multiple delivery mediums.
    • Develop and maintain relationships with residents, ratepayers, external non-governmental organizations, and contractors.
    • Provide leadership in community efforts related to extension and outreach with a focus on the economic viability of agricultural producers, as well as the improvement of air, water and soil resources in Greenview’s Agricultural Landscape.
    • Develop, maintain, and disseminate outreach materials to stakeholders through multiple mediums and venues such as community events, newsletter articles, pamphlets, and social media posts.
    • Develop and maintain a network with external agencies, organizations, and individuals.
    • Plan, administer, and deliver the Greenview Shelterbelt and GRASS program to Greenview ratepayers.
    • Provide leadership in developing a municipal land and water management plan to be utilized by all municipal departments through collaboration with all departments, the local watershed planning and advisory committee, businesses and residents through the collection and analysis of land use and resource information, identification and clarification of stakeholder concerns, the establishment of goals, and supporting locally initiated strategies. The ability to identify pollutant sources, causes, and critical areas within the watershed are crucial.
    • Coordinate Working Group Activities. Provide technical support to associated committees and working groups. Prepare project proposals utilizing the municipal priority matrix for project implementation consideration. Assist in preparing meeting agenda and coordinating activities to implement a project. Provide leadership to develop strong working relationships among committee and working group members, stakeholders, and other federal, provincial, local governments.
    • Coordinate Rural Living Outreach and Extension Program activities. The Landcare coordinator will coordinate the outreach and extension activities for the Green Acreages program, rural living workshops and seminars, and any other applicable programs for the rural community. Assist program participants with grant applications for approved projects.

    MINOR

    • Ability to interpret aerial photos, delineate potential wetlands through GIS mapping.
    • Identification of potential environmental issues concerning proposed developments within Greenview.
    • Perform other duties as assigned.

    QUALIFICATIONS / EDUCATION / EXPERIENCE:

    • Must be legally entitled to work in Canada.
    • To perform this job successfully, one must perform the duties listed above to a high degree of quality, timeliness, and precision.
    • Post-Secondary Diploma in Agriculture, Environmental Sciences, Conservation and Restoration Ecology, or equivalent.
    • Member in good standing, or ability to obtain designation with Alberta Institute of Agrologists or Alberta Society of Professional Biologists.
    • Ideal candidate will have a minimum of 1-2 years of experience in a similar capacity.
    • Class 5 driver’s license.

    SKILLS REQUIRED:

    • Working knowledge of legislative acts, including Agricultural Service Board Act, Agricultural Operation Practices Act, Alberta Land Stewardship Act, Water Act, Public Lands Act, Species at Risk Act.
    • Demonstrated leadership, communication, and decision-making skills.
    • Working knowledge of vegetation health assessments, ecosite classification, and aquatic resource assessments are assets for this position.
    • Working knowledge of Western Canadian soils; experience classifying and interpreting soils is an asset.
    • Working knowledge of GIS software and systems
    • Advanced skills and knowledge in using MS Office Suite and data management
    • Ability to work independently with minimal supervision
    • Proven exceptional customer service skills
    • Superior problem solving and troubleshooting skills are essential
    • Strong willingness, capacity, and desire to learn
    • Excellent communication skills, both written and verbal

    WORKING CONDITIONS AND PHYSICAL ENVIRONMENT:

    • Extensive use of computers and field monitoring equipment
    • Subject to working in an indoor and outdoor environment
    • Use and operation of vehicles and ATVs
    • The typical working day consists of 7.5 hours; however, occasional overtime or weekend work may be required.

    Position Summary

    Reporting directly to the Assistant Agricultural Fieldman, the Agricultural Services Coordinator will be responsible for providing administrative support to the Agricultural and Environmental Services department. This position requires accuracy in detail with an emphasis on independent work habits and self-motivated initiative. Strong organizational skills and the ability to work as a team member along with a high level of professionalism is required.

    This role supports the organization as a whole by providing GIS and mapping services, and backup support during absences to the Infrastructure Services department.

    Duties and Responsibilities

    Under the supervision of the Assistant Agricultural Fieldman, the duties and responsibilities of the Agricultural Services Coordinator include, but are not limited to, the following:

    General Duties – 60%

    • Provide administrative support for Agricultural Services including Transfer Stations and Hamlet Residential Waste Collection
    • Coordinate with regional stakeholders in agricultural and environmental initiatives including the Westlock Regional Waste Management Commission
    • Administer, process, and submit landfill permits applications and payments
    • Attend Agricultural Service Board (ASB) meetings; take, distribute, and archive meeting minutes, undertake and/or assist with follow up as directed
    • Prepare, issue, track, manage internal and external County documentation including transfer sites and agricultural programs, including:
      • Tree Program;
      • Workshop & Tour registrations;
      • Equipment Rental bookings;
      • No Spray Program;
      • Enforcement of Pest Control; and
      • other ASB programs as assigned
    • Provides administrative services for County Cemeteries including, but not limited to, the sale of plots, general inquiries, updating the registry, and mapping
    • Monitor, screen, respond to, and distribute incoming calls and walk-in customer inquiries, related to Agricultural and Environmental Services
    • Interact with external contractors, residents, business contacts, municipal, provincial, and federal government officials, and administrative personnel;
    • Maintain tact, composure, and diplomacy in dealing with clients, customers, builders, and contractors
    • Perform related clerical duties, such as word processing, maintaining filing and record systems, faxing, and photocopying

    •  Build and support mapping applications, tools, dashboards, and templates to allow users to enter and maintain department data and make data-based decisions
    • Review geospatial data for accuracy, data preparation and cleanup
    • Update and maintain spatial data within the GIS that are required by a variety of departments
    • Customize map applications to serve the needs of all stakeholders
    • Provide guidance, data-related assistance, technical support, and resources (i.e., training material, videos) to internal and external GIS and server-based database stakeholders
    • Support and assist with multi-user database and application management

    Other – 10%

    • Ensure that Westlock County’s Health and Safety Program as well as Occupational Health and Safety’s standards are followed
    • Scribe duties in the Emergency Command Centre during state of local emergency

    Minimum Requirements

    Education and Experience 

    • Diploma or Certificate in Business Administration or Office Administration or another related field
    • Three to five years’ experience in office administration is considered an asset
    • A combination of work experience and education may be considered
    • Previous experience working with GIS and mapping platforms and technology is an asset

    Knowledge 

    • Must be proficient in Microsoft Office applications
    • Experience in a Municipal Government environment an asset
    • Understanding of Agricultural Service operations is an asset, i.e., pesticide application, greenspace maintenance, and agricultural equipment
    • Modern office practices, procedures and equipment, accurate keyboarding skills and extensive knowledge of computers and associated office software
    • Knowledge of Questica considered an asset
    • Knowledge and understanding of Westlock County policies and procedures, and relevant governmental acts and regulations
    • Basic knowledge of FOIP is required
    • Knowledge of industry mapping standards, requirements and principles is beneficial

    Working Conditions

    This is a Union position therefore wages have been set in agreement with CUPE Local 3007

    Probationary Rate: $27.31

    Operating various spraying equipment, including spray trucks, side-by-side mounted spray equipment, and backpack sprayers.

    Key Responsibilities

    Leadership & Advisory:

    • Act in an advisory and administrative capacity to the Agricultural Services Board (ASB) and County Council by preparing reports, agenda items, and reviewing policies and bylaws.
    • Engage positively with farmers, landowners, and agricultural stakeholders to facilitate communication and collaboration while addressing public inquiries and concerns related to agriculture and municipal services.
    • As directed by ASB and Council, implement and oversee initiatives that promote environmental sustainability and collaborate and coordinate with other municipal departments to align efforts supporting overall County goals.

    Supervisory & Operations:

    • Supervise the Assistant Agricultural Fieldman and oversee seasonal staff, including Weed/Pest Inspectors, Sprayer Applicators, Parks Mowers and contractors.
    • Provide training, performance reviews, coaching, and support for staff development.
    • Oversee agricultural field operations to ensure compliance with provincial legislation, including the Weed Control Act, Agricultural Pests Act, Soil Conservation Act, and Animal Health Act.
    • Conduct agricultural pest, weed, and soil conservation inspections.
    • Maintain a Certified Pesticide Applicator license to support vegetation management programs.
    • Manage department budgets and oversee contracted work, including intermunicipal projects.
    • Coordinate public meetings and provide information on agricultural programs.
    • Assist landowners with agronomic best practices and land management decisions.

    Legislative & Administrative:

    • Stay up-to-date on changes in provincial legislation and industry best practices.
    • Support the Agricultural Services Board (ASB) by advising on agricultural policy, program development, and sustainability initiatives.
    • Prepare reports, agendas, and correspondence for the ASB and County Council.
    • Collaborate with local agricultural research organizations.
    • Manage agricultural equipment rental programs and maintain accurate records.
    • Oversee funding applications, tenders, and partnerships with agricultural organizations.
    • Provide advice and support to other County departments regarding agricultural matters.
    • Perform other related duties as required.

    Preferred Qualifications & Skills

    Education & Experience:

    • Post-secondary education in Agriculture, Environmental Science, or a related field, or an equivalent combination of education and experience.
    • 7-10 years of experience in Agricultural Services, with proven supervisory experience.
    • Pesticide Applicator Certificate (Agriculture, Industrial, and Landscape classes) preferred.
    • Predator Control Device Permit (Form 7) is an asset.
    • Member in good standing with the Association of Alberta Agricultural Fieldmen (AAAF) or the ability to qualify.
    • First Aid certification is an asset.

    Knowledge, Skills & Attributes:

    • Proficiency in Microsoft Office Suite.
    • Strong verbal and written communication skills.
    • Ability to effectively engage with ASB, County Council, management, employees, and ratepayers.
    • Knowledge of pesticide application, weed and crop identification, and basic mechanical skills.
    • Familiarity with GPS and GIS systems.
    • Strong organizational skills and ability to work independently.
    • Understanding of budget management and basic accounting principles.
    • Commitment to maintaining confidentiality and professionalism.

    All employees at the County of Stettler must support, actively engage in and adhere to County of Stettler health and safety policies and procedures, following all safe job procedures while using appropriate personal protective equipment (PPE).
    This position requires outdoor work in all conditions and the use of County fleet trucks, ATVs, a boat, and pesticide application equipment.

    Smoky Lake County, Agricultural Services Department has an employment opportunity for the position of Weed Inspector which consists of temporary-full-time work for approximately four months, starting May 5, 2025. The successful candidate must be willing to work flexible hours and preference will be given to students or individuals with a pesticide applicator license or the ability to obtain one, prior experience in agriculture, pesticides, spray operations and weed and plant identification. Smoky Lake County will provide all applicable training.

    DUTIES INCLUDE:

    ·         Weed inspections on private land;

    ·         Roadside and spot spraying of weeds;

    ·         Working with producers to control noxious weeds;

    ·         Insect and crop disease surveys;

    ·         General maintenance and equipment upkeep.

    PREFERRED QUALIFICATIONS AND KNOWLEDGE:

    ·         Valid Alberta driver’s license;

    ·         Pesticide Applicators License or Authorized Assistant Applicator License

    ·         Weed species identification;

    ·         Modern agricultural production practices; and

    ·         Any applicable experience and training.

    Wage will be based on qualifications and experience.
